4. Matters arising from meeting of 28th November 2025

2024/570 (2024/512) North & Mid Wales Trunk Road Agency reminded again re: results of the pitch monitoring on the A483 and request sent to repeat the test

2024/571 (2024/513) Update re: problems with surface water drainage at Canal Road.

2024/572 (2024/514) Clerk asked the Strategic Property Department  for an update re: Allotments

2024/576 (2024/517) Clerk has forwarded copy of Land registry to Welsh Government re: transfer of the land at the War Memorial  to the Community Council

2024/577 (2024/559)  New bus shelters have now been installed – the one by the Church House has created a blind spot when exiting Parson’s Lane – Clerk has queried the positioning

2024/597 Clerk has asked Arbserv for an estimate of the work needed at Fxoen Manor and Parc Hafod

2024/598 Cllr D M Foulkes & Clerk attended the meeting with Powys County Council in Welshpool Town Hall on Tues 3rd Dec.

2024/601 Waiting for a reply from Powys County Council with regard to the Freedom of Information Request

2024/623 Many thanks to Cllr Dave Harris for reading a Lesson at the Llandysilio Carol Service and to

Cllr Viv for putting up a tree for the Community Council at the Tree Festival.

 

 5 .Sports & Recreation

a) Maintenance Log for December being completed by Cllr Mark Foulkes – Clerk contacted manufacturers re: request for larger signage for the item for wheelchair users

b) Invoice received from Clira Ltd for £72.00

c)  Update re; quote to add an additional camera

d) Estimate received from  EOM for the work needed following the Electrical Inspection

e) Confirmation received from Powys County Council that Discretionary rate relief will be applied in respect of the Club House

f) Clerk contacted Scottish Power re: cost of Electricity – they have confirmed that the standing charge is a variable and cannot be fixed and that the Community Council is in a Contract which is due to be reviewed Nov 2025.

g) Remedial work needed following the RoSpa Inspection Reports has been sent to Mr Arwel Jones to prepare a quote

h) Clerk has updated the Football Club re: request to add flood lights & obtained an estimate to add a separate meter at £570. Clerk also sent a letter to go with the Grant application form, as requested by the Club’s secretary, advising of the 10 year Rolling Lease on the Football pitch.

7. Planning

2024/589  24/1215/FUL change of use and alteration of building from vehicle maintenance to offices, removal of dilapidated buildings, rerouting of public right of way, change of signage, replacement fuel tank, installation of vehicle wash and associated works at Transport Depot, the Old Creamery, Four Crosses for Arla Food- Footpaths Officer and owner met with Cllrs C M Jenner, D M Foulkes and Clerk to view the alternative route which was considered acceptable behind the building as containers had been cleared and there was ample room and lighting.

2024/590 Minutes attached following a meeting with Doug Hughes (Architect)working with Eaglescourt developments held on 12th Dec at 10.00 in Old School House.

a) Update re: 24/1565/FUL Erection of 2 poultry houses at Domgay Farm

b) Planning permission has been granted to;-

i) 24/1330/HH – extension and alterations at Oaklands, Four Crosses for Mr O Jones.

ii) 24/0018/REM vary condition 26 at Wychwood, Four Crosses– re: play equipment

c) Planning department have amended the wording of 24/1469/RES  - reserved matters at Wychwood, Four Crosses.

a) Consultation received from Welsh Gov on proposals to increase planning fees – Clerk responded

b) Play Sufficiency assessment survey sent by Powys County Council – completed by the Clerk

c) 2024 Local Policy and Innovation Partnership Community Survey received from Welsh Gov – completed by the Clerk

d) Minutes received for info from the Llanfyllin and surrounding area Locality Network meeting.

e) Clerk & Council’s Direct for circulation

f) Invitation to St David’s Day Conference from Dyfed-Powys Policy on Tues 4th March focusing on evidence-based policing taking place at headquarters in Carmarthen.

g) Email from The Valuation Tribunal for wales who are currently recruiting for volunteers to join the Board.

h) Update from Joint Commissioning Committee to explain that progress is being made to implement a dedicated road-based emergency service for rural and coastal areas

i) Notification from EDF Renewables that consent has now been granted for Garn Fach Wind Farm – they are still however, waiting details of the actual grid connection.

j) Links received via One Voice Wales to the Strategic Spatial Energy plan draft methodology – looking at cutting carbon emissions to zero by 2050

k) details received of the Police & Crime Commissioners Budget Consultation – forwarded to Councillors as closing date was 6th Jan 2025.

l) Details received from Mid and west wales Rescue Service looking for Community Ambassadors.

m) Notification from Welsh Gov that Sunday 9th March has been set aside as a Covid-19 day of reflection

n) Notification from Welsh Gov on a Law Commission Consultation on Burial and Cremation law in Wales

o) Details of Training Courses available Jan – March from One Voice Wales

p) Update from Climate & Nature Conference to say that it was held online due to the weather – details to follow online of active Projects

q) Thank you letter received from Powys Citizen Advcie Bureau

r) Details of revised Proposals in respect of the review of the Senedd Constituencies

s) Details from Welsh Gov of a consultation on reforms to the compulsory purchase process and compensation rules

d) Update from Powys Teaching Health Board to say that they are considering increasing waiting times for planned procedures that will take place in England.

e) Email from Welsh Gov re: new inquiry on Community Cohesion – closing date 31st Jan 2025

f) Countryside Officer intends writing to all landowners re: cropping and public footpaths – sample letter attached

g) Consultation on promoting a resilient and high performance planning service –Clerk has responded

10.Complaints/Highways

a) Highways have confirmed that they are currently working on ranking schemes for inclusion in the programme this year – still not confirmed if they have costed the work to improve drainage at entrance to Village Centre/School and also by Domgay Chapel.

b) Clerk requested more grit for lane leading to Bryn Mawr

c) Resident’s of Parc Hafod have also requested if they could have a grit bin

d) Gully emptier and jetter have visited Canal Road

e) Blocked drain reported up Courthouse Lane

f) Exposed wiring on FC267A reported to the Lighting Dept

g) Update re: flooding at Pentreheylin Bungalow

h) Highways Dept have been asked if they could add reflective strip to the base of each chicane to try and prevent them being hit by vehicles

i) Complaints received over Christmas period of tyre marks by the Underpass – Clerk has previously requested extra bollards

j) Clerk notified Trunk Road Agency and accidents on the A483 due to flooding and not enough warning signage

k) Remidner that Llandrinio Bridge will be closed for repairs from 24th to 28th feb 2025
